I was involved in an accident last year November. My insurance fixed my car, but I want the person who bumped into me to pay my excess. My insurance said they are still waiting to hear from the 3rd party. How do I go about with this matter, without following the insurance route. How long does the whole process normally take?

I doubt if you'll get anything out of third party insurance because this is mainly aimed at injuries to people, not property.
A better solution is to see an attorney and send a letter of demand to the person who "bumped into" you.
The outcome of that will determine your next move. It probably won't be worth your while to litigate.
